Error dialog box

When running the Croc installer, '_setup.exe' (either directly or from the
launcher, 'setup.exe'), only a dialogue appears:

Window title: Setup Initialization Error
> Setup is unable to initialize the language dialog box.
>
> Error 106

The application terminates upon pressing OK.
