[Bug 41015] comctl32/treeview: Alt-Up/Down keyboard shortcuts don't work

On native Windows (I checked Windows 7 x86, Windows 10 x86-64), just pressing
the Up/Down arrows doesn't do anything; the highlight doesn't move. Pressing
Alt-Up/Down does move the highlight.
