That's how it's done in the rest of dlls/kernel32/tests/profile.c. See:

    ret = WritePrivateProfileStringA(NULL, "key", "string", path);
    ok(ret == FALSE, "Expected FALSE, got %d\n", ret);
    ok(GetLastError() == ERROR_FILE_NOT_FOUND ||
