I retract my prior comment, according to this link
(http://www.delorme.com/support/supporttemplate.aspx?id=256), you may need to
install the native ODBC components by using the winetricks script
(http://www.kegel.com/wine/winetricks).

You'll want to invoke the script after downloading like this:

sh winetricks mdac28

Then try the application again.
