Follow up to bug 45648.

For x32 chromium, the sandbox calls
VirtualProctectEx for another process.
It then reaches NtWaitForSingleObject( handle, FALSE, NULL ) in
server_queue_process_apc, and waits there forever.

Don't know why yet, but I attached a hack to work around the issue.
