After 4ad4173e3a715d5bd27bedc164718cef9cafe0a4,
detect_autoproxyconfig_url_dns() could return an undefined value up to
WinHttpDetectAutoProxyConfigUrl(), which is causing Steam no longer start. The
undefined value is from the undefined ret variable and when
getaddrinfo("wpad.[domain]") failed.
