The mirror update seems to be very slow and the files have been updated at least 12 hours ago. You can get a new version of the file by appending url arguments to bypass the cache. The following url should return the current version of the file: https://dl.winehq.org/wine-builds/debian/dists/jessie/main/binary-amd64/Pack...
