I was running wine-devel when I first noticed the issue, then I went to the bug reporter and there was no obvious choice for reporting devel breakages so I uninstalled -devel and installed -staging then confirmed the bug was present and filed this ticket for -staging.
Yes, wine-devel, which is usually just called "wine" here.
