OK, I don't know what I was doing wrong but replacing dlls did not help at all.
So I simply removed everything from PRG_ENG directory and replaced it with
contents of DarkOmenMods.zip you linked. Then everything started working and
Xephyr helped to solve the issue with palette. Thanks, I guess your guide may
be used as a workaround for the game. However I'm still not sure about dlls.
