[Bug 24579] Steam windows move twice as far as they are moved

FWIW, I think I've seen Chrome on Linux (not wine) have the 
it-gets-stuck-to-the-cursor-after-moving bug.  Since Steam
and Chrome are both based on webkit (and maybe steam uses awesomeonium,
I forget), maybe part of this is an app bug.
