[Bug 13318] Russian characters cannot be entered in Wine

Executing command 
LANG=ru_RU.UTF-8 wine notepad
Works well. Russian characters can be entered without problem. If start without
"LANG=ru_RU.UTF-8", the characters cannot be entered.
