[Bug 39718] d3d9.dll trick for Fallout 3 no longer working in Steam

FYI,

I updated my Steam wrapper to Wine 1.9.5 and also Steam got updated. The issue
is gone. Not sure if the Wine or Steam update fixed it but the d3d9.dll trick
is working again just like before.
