I've checked Windows 95, XP, Vista and a Windows 7 beta, they all use a 3 letter string for sLanguage in the Profile or Control Panel\International. GetLocaleInfo for LOCALE_SLANGUAGE should still return the LOCALE_SLANGUAGE string, which suggests that the Control Panel\International overrides should not be checked by GetLocaleInfo for LOCALE_SLANGUAGE.
