MCI_Pause and MCI_Resume usable with MCI_ALL_DEVICE_ID

when I reported the bug, I made a patch ,however I lost it. I thought to have
uploaded it, but it wasn't. 
I remade it and I upload it here.

I wanted to write some tests and wanted to try to propose it upstream.
