Ideally, even anonymous users would be able to do that, or at least make suggestions using article talk pages... Currently, even after creating an account, i cannot even create my own user page and/or talk page! Basically, at the very least, "Autoconfirmed users" and/or "Users" should be able to edit any and all talk pages.
