[Bug 45708] d2d1.dll requires some export functions to run "Simple2D" samples.

Well, yeah... I run Wine Direct2D on Windows so I don't have any problems with
WindowsCodecs, but most of demos work without problem the only obstacle is
missing D2D1MakeSkewMatrix export.
