[Bug 49485] 64 bit Sierrachart Hangs on startup 70% of the time

Other users are having the same issue.  This is possibly the indicator of where
the problem is in the log files: 

winsock:WS_setsockopt SO_SNDBUF ignoring request to disable send buffering
