I take that back.  To start it on Wine, you need to run

set MINGW_BIN=c:\mingw\bin
set GTKDOS=c:\devlibs
set PATH=%MINGW_BIN%;%GTKDOS%\bin;%PATH%
cd build
inkscape

and then it starts up nicely.  So we're one leak away from having
a successful build.
