Tested on BOTH Fedora 41 Wine rpm and Bottles with Wine 10.0 rc4.

To reproduce:

```
DISPLAY= wine <PATH_TO_WINE_NOTEPAD>
```

Attempt to scroll with a laptop touchpad

Scroll does not occur
