[Bug 43944] msi/action tests fail on armv7l

ARM build:
trace:msi:set_target_path file L"maximus" resolves to L"C:\\msitest\\maximus"

Intel build:
trace:msi:set_target_path file L"maximus" resolves to L"C:\\Program
Files\\msitest\\maximus"

We don't handle the ARM platform when resolving the ProgramFilesFolder
property. The question is whether we should. The documentation doesn't mention
support for ARM or ARM64.
