This means that the localization in En.rc is *only* selected in an en_US locale, *not* in, say, an en_GB locale (unless no other fallback is found). It would probably better if these files said LANGUAGE LANG_ENGLISH, SUBLANG_NEUTRAL so that if the user has a British English user locale (from LC_MESSAGES) and a French system locale, winecfg will show up in English, not fall back to French.
