[Bug 36882] Touhou 14 (Ten Desires) and 14.3 (Impossible Spell Card) run at 20 FPS rather than 60

Tested using Wine 1.6.2, and Impossible Spell Card (TH 14.3) was running
perfectly at 60 FPS. Therefore, this regression occurred between 1.6.2 and
1.7.20.
