[Bug 47364] COM ports do not work

I know it worked fine in wine 4.8 but not much more than that.  I am not sure
if the problem is wineserver as I don't really know where the com port code is.

I can try and go back to wine4.8?  I don't really build wine from source so not
sure how to do that level of regression.  I could try to build a newer version
if there is one?
