My previous comment had nothing to do with this issue (it was this bug:
http://bugs.gentoo.org/show_bug.cgi?id=257038), but now I'm running wine
1.1.15, and I still see xfce4-panel hovering above my Half-Life and
Counter-Strike fullscreen window. Anyone got any clue?

I think this bug should be reopened.
