Some additional observation of the behaviour with Wine: Anarchy doesn't
actually steal keyboard focus - if I alt-tab into a terminal, I'm able to type
in it.  However, it does raise its window so I won't see the terminal.  The
terminal window flashes on top of Anarchy briefly, so it's not a simple
always-on-top or sticky flag, but an active attempt to keep the window visible
and raised.
