[Bug 27881] OSSv4 broken in wine-1.3.25

I've found out what is the cause of OSSv4 not working in wine-1.3.25. It is
because I had 'mmdevapi.dll' disabled. I don't remember why resp. which
application did require it and it doesn't matter now.
What I'm interested in is the question "why". Why does it work up until
wine-1.3.24 included, but not in wine-1.3.25?
