Is this still an issue in current (0.9.52 or newer) wine?
Yes. Still present in wine-1.1.18-170-g8c2acec. In Windows, if you choose any of the drawing tools (except "Paint Roller" (flood fill) and Text), and click and drag across the canvas, the mouse cursor will stop at the edge of the visible canvas. In Wine, the cursor can leave the window, but has no effect on invisible parts of the canvas (this is actually a bug in PBRUSH itself - flood fill, for example, doesn't extend beyond the edge of the visible canvas).
