[Bug 44941] Bioshock Remastered doesn't start in windowed mode

I should add that after changing to windowed mode in the game, the game doesn't
start again after quitting. 

When trying to start in windowed mode, Steam continues to say the game is
running, even though the game doesn't show up in the dock, there is still a
BioshockHD.exe process running.
