[Bug 19982] SetThreadAffinityMask() seems not to work correctly

Steps to reproduce:
1) Download SIV: http://rh-software.com/downloads/siv_beta.zip
2) Extract it at any location
3) Run it with 'wine siv'
4) Right click on tray icon \ Machine \ CPU Usage
5) Press 'Test APIC' button at right of buttons row
6) Press 'Start' button
7) Now play with checkboxes at bottom of the window. Each pair of checkboxes
should affect corresponding CPU graph only
