Update:

I rebuilt the sources from the WineHQ PPA and the resulting package had the
same sound problem, so we can't blame this on Launchpad's build servers.

I also verified that the PPA's .orig.tar.gz file matches the .bz2 file on
Wine's sourceforge download page, so it seems the problem is either in the
upstream sources or in the PPA's patches / configuration.
