No but you don't have to register anywhere to download it.
All you have to do is:
1) Go to http://www.solidworks.com/sw/support/downloads.htm
2) Click "FREE CAD TOOLS" tab
3) In "SolidWorks Explorer" row click on "Win7 32bit"
4) Accept the license
5) Click download
