Maybe rather than a bug, it's simply something Windows doesn't do ?

LC_MONETARY n_sign_posn with a value 0 gives parentheses, values 1/3 give
preceding minus. There's a chance Windows (or at least this program) doesn't
apply this value or they differ between Windows and Linux.
