It needs to be added in winecfg (I used Wineskin). When adding it through Wineskin then no asterisk (*) should be used, see http://portingteam.com/files/file/8182-fallout-3-goty/ or http://portingteam.com/files/file/8213-fallout-3-and-fallout-new-vegas-on-st.... Just enter "d3d9" in the text field where it says "New override for library" and click the "Add" button.
