[Bug 14290] winhelp: temporary 100% CPU use when loading some help files

It doesn't seem to be an issue for me in wine-1.7.14-165-g77bd74f. With
wine-1.2, I get a spike up to 50%, with wine-1.7.14-165-g77bd74f it spikes at
17% for a briefer time.

Please retest.
