[Bug 31770] Database FindFirst fails to find the correct record

This is still an issue.

Previous when we could install the native oleaut32 for win98.  It worked after
that.  After some investigation I not sure if it is oleaut32 is the right one
but there isn't many other DLL's that could the issue. rpcrt4?
