MSI Debug log showing msi_set_property / msi_get_property failure

I decided to try again with WINEDEBUG=+msi,+advapi32 (I took a look in LXR and
saw a few calls into Advapi32 and figured that might be relevant).

Looking over the logs, it looks like something has broken msi_set_property /
msi_get_property - None of the properties that are being set appear to be
sticking at all.
