[Bug 37477] Dragon Naturally Speaking 13.0 does not install

Interesting. I tried again to install 13.0, this time on the same wineprefix on
which I was running 12.5 (12.5 installed and ran successfully). 
13.0 did not install, as usual, with a small pop-up that said I had the wrong
IE version and the same terminal input as above.
Then I tried running 12.5 again. 
But now my 12.5 does not start, informing me that "Flexnet Connect needs IE 5.0
or later."
