[Bug 51400] Dragon Naturally Speaking 12.5 fails with 'failed to launch UI information server'

I did research. 

Turns out, this bug is a Dragon NaturallySpeaking bug. It is reproducible in
Windows. 

It's a registry problem. The software sets the following registry key thusly. 

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
"EnableLUA" registry key
"Hexadecimal"
"Value Data" "1"

If the "Value Data" is "1" try "0" instead. (That's what I did.)

So I'm marking this as invalid.
