As this was invalid:
 err:module:import_dll Library MSVCR120_CLR0400.dll 

I suggest to reserve this bugreport for current behaviour. 
For me, in win7 , it throws up messagebox:

Windows Aero is not enabled.

After clicking OK the app exits. This is due DwmEnableComposition returning 
FALSE
