[Bug 28004] PartyPoker fails to install with builtin wininet

Yup.  A wireshark trace of the exchange shows that the server only includes its
own certificate in the exchange, and the client sends an error with the message
"Unknown CA" and resets the connection.  I'll have to look at what native
wininet does differently.
