[Bug 47364] COM ports do not work

to reproduce the problem download putty from the internet and run via wine
putty
configure a serial port and try to open the connection.  

UPdate:
I built the latest GIT build wine-4.10-154-gc674ceefe1 and it appears to be
working now.

I am not sure how to do the regression testing to see which patch caused the
problem. I have not decide if I want to install this build or just wait til the
next update from fedora repo.
