The installer/app requires .NET Framework 3.5 SP1. Your are operating on a 64-bit (!) WINEPREFIX with broken/partial .NET Frameworks installed and Mono. This can't work. Always use a clean (new!) 32-bit prefix. If you decide to go with native .NET Framework(s), stick to the rules and use 'winetricks'. Other install methods are not supported, especially on 64-bit prefixes (best way to shoot yourself in the food).
