[Bug 35633] Risk of Rain has low fps

The patch in bug 35530 helps (gets it from 10 fps to 40 fps), but to get full
speeds additional settings are still required:

Set graphics to low
Turn on frame skipping
Turn surfaces off (set no_surface=1 in Prefs.ini, isn't changeable ingame)
