[Bug 29677] Anno 2070 does not start

With native d3dx9_36 and d3dx11_42 I get to see a black splash screen with a
message in the down right of the screen "Shader werden geladen...", the German
for "Shaders are loaded..". 

I've attached the new logs.

So I see it a progress, any new ideas?
