[Bug 25289] Civilization 4: fails with 'error loading shader libraries' unless native d3dx9_26 is used

We may need custom D3DXCreateEffectCompiler* functions and a
ID3DXEffectCompiler interface, because ID3DXEffectCompiler_CompileEffect will
return the wrong interface.
