I was able to fix it by installing Steam in a new WINEPREFIX and using winetricks to install the DirectX, Visual C, and xact components (d3dx9*, vcrun2010, and xact) before installing LoG. After install, LoG tried to install its own version of DirectX and Visual C, which I cancelled.
