[Bug 21434] append file example works on Vista but not in wine.

test 

i tried to change the test case to wine's test suite. Looks like WriteFile
fails with a ERROR_ACCESS_DENIED.

On windows this test passes fine, and the appended file contains "hello world"

I'll see if i can improve the test more to add them to wine's test suite
