I have proposed https://gitlab.winehq.org/wine/wine/-/merge_requests/7891 .

With this MR winewayland can be built on older systems without the
EGL_EXT_present_opaque extension, and the resulting binary can be used on newer
systems that have the extension (which is still required at runtime).
