Hack to turn on +relay only for PresentationFontCache.exe

Just in case it would be helpful I'm attaching the hack I was using to
investigate the crash in PresentationFontCache.exe since running with +relay
the whole .Net 3.51 SP1 installation process leads to unmanageable log sizes.
