Thanks for the immediate response.

Starting all over would be a broad impact to many users because many MSI apps
would need to be re-installed. Unfortunately users don't know whether they are
impacted or not. It is really a tricky situation if no "audit" will be
available.
At least a clear notification would be required in the release notes.

Hope that my comments helped to make the implications clear.
